Hells Angels Vs Mongols - Cops as agent Provocateur in Laughlin ?

Agents provocateur and the laughlin ‘Casino Battle’

Has anyone else read the account of the 2002 Laughlin Casino ‘battle’ between Angels and Mongols in “Befriend & betray “(Alex Caine) and felt that it leads to the inference that the actions of undercover agents hours before are what precipitated the attack in the Harrah’s Casino ?
Caine describes being summoned from his sleep at the ‘cover house’ just across the river from Laughlin and told to put on a set of Mongol colours(confiscated a few years earlier by Federal agents) and riding with the pack of agents from various agencies [including now infamous Jay ‘Jaybird’ Dobyns (“ No Angel”)] to a location south of Laughlin.
The plan was to attack the convoy allegedly transporting a large drugs consignment for a deal set up by Caine with the Angels. When his handling agency indicated at the third hour that they could not meet the finance requirements for the deal another agent suggested a rip-off be staged to steal the drugs. Caine admits in the book that he is still not sure whether the idea was officially agency authorised or whether this was a wildcat plan of UC agents for themselves.
Caine describes the ambush of the drugs convoy from a nearby hilltop, and in his account points out a couple of things that struck him as odd during the ensuing gun battle. – firstly, that agents abandoned safe crouching positions to fire in full view of the convoy, thereby flying the Mongols colours very obviously. He also points out his own surprise first that the convoy was seemingly unprotected and that secondly that the agents on the hillside(‘Mongols’) do not seem to have expected the HA outriders then to appear behind them on the hillside.
In the ensuing confusion a couple of ‘agency Mongols’ and a member of HA were killed, the convoy escaped into the night and the “agency Mongols”, removed their colours and rode frantically back to their Laughlin hidey-hole.
Caine then tells of a couple of days of boredom followed by the days events that culminated in the now well documented and publicly reported Gunfight in the Harrah’s Casino between Mongols and Hells Angels
